Change in MPRN for a Customer Connection after the Completion Certificate is Issued

A number of contractors have reported examples where they have issued a completion certificate for a site using the MPRN and a second MPRN has been required due to a change in the MPRN originating from ESB Networks.

Reason for the MPRN Changing:

The reason for these changes is that ESB Networks creates the original MPRN with the requirements as specified on the customer's application form.  These details cannot be changed until after the connection is made live.  This is to ensure that the customer gets the connection that he or she requested.  If the requirements change, ESB Networks cancels the first MPRN and creates a new one with the modified requirements.  If details of the change are not advised at an early stage, this causes inconvenience for the customer, the contractor and ESB who may have made a  wasted call to the site. 

In a majority of cases, the root cause is a change in the metering required or a change in the Maximum Import Capacity (kVA) required, compared to the original application form.

Changes in Metering:

These are principally caused by the customer opting for a day and night (double tariff) meter when the application indicated a 24 hour (single tariff) meter, or vice versa. 

Changes in MIC:

In commercial (non-domestic) connections, the customer often requests a change from the capacity nominated in the application form, often entered originally by the developer of the building.

Solution:

In the ideal case, the customer would understand the significance of the meter type and would enter the correct meter initially.  In some cases, the contractor may be able to assist in this.  Where a change does happen, ESB Networks advise that, if information concerning the change is advised to them at an early stage, the new details can be entered and the new MPRN issued  before the contractor needs to issue a completion certificate.  In this way, the inconvenience and delay due to the second certificate being required, can be avoided.  In the case of a change in MIC, the contractor can verify the MIC that the site is set up for by looking up the MPRN on the electronic completion certificate system, without completing a certificate.
