Prior to 1992 there was no regulation of the Irish Electrical Contracting Industry, although a number of abortive attempts had been made to set up a register of electrical contractors.
All this will change in January 2009 when the CER formally appoints both ECSSA and RECI to be Electrical Safety Supervisory Bodies (ESSB) for an initial period of seven years.
While the initial Criteria for the regulation for the electrical contracting industry has been agreed between the Regulatory Bodies and the CER, ECSSA believes that there is still much work to do, particularly in the area of certification, where we believe that the current system of making a connection on foot of a Cert which only contains pre-connection test results is of little value to the consumer unless these tests are followed up with a further certification where all the important post-connection tests are recorded.
Putting in place procedures which will ensure that such proper certification becomes part of the regulatory process will present a number of practical problems which have to be dealt with by the CER, ETCI, ESB, and the Regulatory Bodies, all working in close co-operation and even then any changes will only become relevant when a proper campaign of public awareness is undertaken by the CER to alert the public to the changing face of the regulation of the industry going forward.
